Twelve months earlier Steed and his colleagues had investigated the death of Marlow, an agent who had been on surveillance security duty at the Ministry of Agriculture. At the time there had been little evidence to link the agent's death to a clumsy robbery of secret papers connected with research into the growth of living things through radioactivity. It appeared Marlow's death had been coincidence. Nevertheless, Thornton and his assistant Cartner had been responsible for both crimes.
